Threat assessment - The cyber threat against Denmark

The threat of cyber attacks against digital systems, mobiles, computers and other technology has become commonplace, and hackers try to target Danish organizations and citizens every single day. In several areas, the threat is at the highest level. This is stated by the Danish Civil Protection Agency in the new assessment of the cyber threat to Denmark.

Organizations that have critical information stolen or are exposed to attempts at digital sabotage. Websites that are made inaccessible to users. Citizens who are scammed out of money or information through fake emails and text messages. These are examples of different types of cyber attacks that Denmark and the Danes have to deal with every single day.

As a society, we face a historically complex threat landscape, where hybrid attacks by state actors pose a real risk. At the same time, Denmark is an attractive target for hackers who are out to steal valuable knowledge, sensitive information or simply money. Therefore, it is necessary that both authorities and companies maintain a sharp focus on the threat and strengthen their cyber preparedness.

The cyber threat against Denmark describes the most significant cyber threats to Danish society, and will be published for the first time in 2025 by the Danish Civil Protection Agency. In this year's assessment, there has been a greater focus on how the attacks against Danish organizations are carried out.

Director of the Danish Agency for Civil Protection Laila Reenberg says:

"The cyber threat is constantly evolving, and we need to understand it in order to protect ourselves effectively. In the new edition of The Cyber Threat to Denmark, we provide an updated picture of the threat and especially of the hackers' methods, so that authorities, companies and citizens get a clearer picture of what we are facing and can better act on it."

The Danish Civil Protection Agency was established in January 2025 with professionalism transferred from a number of authorities, including the Danish Civil Protection Agency.
