Threat assessment for the municipal and regional council elections

The Danish Agency for Civil Protection, the Danish Police Intelligence Service and the Danish Defence Intelligence Service have prepared a joint threat assessment for the municipal and regional council elections on 18 November 2025.

The threat assessment is part of the Danish Civil Protection Agency's overall efforts prior to the election.

In order to focus on cyber security in connection with the upcoming elections, the Danish Civil Protection Agency has initiated a number of activities.

The Danish Civil Protection Agency, in collaboration with the Ministry of the Interior and Health and Local Government Denmark (KL), has sent out material to the municipalities' emergency preparedness and election managers and held a webinar where the Danish Civil Protection Agency provided guidance on the background for the increased focus on cyber security, and advised the municipalities on how they can work with contingency planning in connection with the election.

In addition, the Danish Agency for Civil Protection, in collaboration with KL, among others, has prepared the guide "Safety in the Election Campaign", which focuses on the prevention and handling of harassment and threats against nominated candidates, which was unfolded at a webinar for nominated candidates.

In connection with the municipal and regional council elections 2025, the Cyber Security Council and the Danish Agency for Civil Protection have held a number of free events on misinformation in Copenhagen, Aarhus, Aalborg and Odense. At the events, citizens could learn more about how to recognize false and misleading information and be equipped to protect themselves against digital fraud and false content. The event will also be held as a publicly accessible webinar.

The Danish Agency for Civil Protection is available on election day with advice and physical presence at Kombit, which runs the election system. The Danish Civil Protection Agency will be responsible for arranging contact with the authorities in the event of a cyber incident.
