Recommendations on preparedness for vulnerable citizens ready

In collaboration with Local Government Denmark and Danish Regions, a number of recommendations are now being launched that municipalities and regions can use as a starting point and be inspired by when they make contingency planning for vulnerable citizens.

There are many special considerations when vulnerable groups are to be included in the emergency preparedness. Therefore, municipalities and regions are now receiving recommendations on how to strengthen emergency planning, with a view to. that help for vulnerable citizens, e.g. in their own homes or in nursing homes, can be maintained in the event of a crisis. The recommendations have been prepared in collaboration between a number of authorities, Local Government Denmark and Danish Regions.

The recommendations include how to get the right help, the importance of cooperation between regions and municipalities and how communication reaches the right people. At the same time, it is recommended that civil society organisations and private companies be included.

The recommendations focus on:

Citizens who receive critical help from the municipality or region to be able to cope with everyday life, for example:

  • Citizens in nursing homes, residential facilities or other forms of housing for adults as well as children's and young people's homes.
  • Citizens in their own homes with electrically powered vital or critical medical equipment.
  • Citizens in their own homes who are dependent on help from the municipality and/or the region due to reduced functional capacity of a physical or mental nature.
  • Citizens in their own homes who receive critical help in the form of, for example, sickness/home care or food delivery.

The recommendations have been prepared by a working group led by the Danish Civil Protection Agency with the participation of Local Government Denmark, Danish Regions, the Ministry of the Elderly, the Danish Energy Agency, the Danish Environmental Protection Agency, the Danish Social and Housing Authority, the Danish Health Data Authority, the Danish Health Authority and a representative from the municipalities. The working group was established at the beginning of July 2025.

Work is continuing to identify how best to support municipalities and regions' emergency planning, including for vulnerable citizens who are not covered by the recommendations that are now being published.

With the agreements on the finances for 2026, it was agreed that it is still important that regions and municipalities focus on the emergency response area and emergency planning. And that regions and municipalities are included in the work of making the emergency preparedness in Denmark robust.
